The International Alliance of Leading Education Institutes (IALEI) recommends that all countries:

# 2. Improve the design and delivery of teaching:
It must be attractive for the best students to become a teacher. This requires innovative approaches to recruitment and sustained innovation in teacher preparation programmes.

# 3. Foster lifelong career learning:
Teacher effectiveness is enhanced by comprehensive initial preparation, induction and lifelong development.

# 4. Build strong partnerships:
Teacher education needs to rest on strong partnerships with key stakeholders. Successful partnerships draw on government support and attract resources from the private sector.
